摘要:: 抗战前江苏省保甲制度推行过程中，因乡镇保甲长滥用权力，侵害民众的生存利益，引发了民众与乡镇保甲长之间不同程度的冲突。在反抗乡镇保甲长不法行为的过程中，民众通过国家政权、士绅网络以及乡村伦理来向政治权力系统表达其利益诉求，一定程度上推动着乡村权力恢复平衡态势。从根本上来看，国家与乡村关系的近代转型及其引发的张力，正是民众与保甲长不断冲突的深层根源。同时，民众反抗又在相当程度上影响着国家权力扩张的限度与方式。在与乡村社会不断调适的过程中，国家权力呈现出波浪式扩张的图景。

Abstract:: In the process of the implantation of Baojia system in Jiangsu province before the anti-Japanese War, because the town mayor and the Baojia Zhang abused their power and damaged the interests of people’s survival, causing varying degrees of conflict between the public and the town mayor and the Baojia Zhang. In the process of revolting the town mayor and the Baojia Zhang, people expressed their interest demands to the political power system through the government, the gentry’s network and the rural ethics, which to a certain extent promote the rural power to restore the balance situation. From the fundamental point of view, the modern transformation of the relationship between the state and the countryside and the resulting tension were the deep roots of the long continuous conflict between the people and the town mayor and Baoji Zhang. At the same time, people’s revolt put a considerable impact on the limits and methods of the expansion of the state power. In the process of continuous adjustment of the state power and rural society, the state power had showed a picture of wavelike expansion.
