战国时期齐国的土地制度和农业生产管理-《中国农史》

摘要:: 以银雀山汉墓竹简《田法》《王法》为中心进行考察，可以发现，战国时期的齐国，重视土地制度和农业生产管理。政府根据家庭人口数量的多少，授予不同等级的土地，并定期更换；农田、丘陵、草泽产出不同，税收标准也不相同。政府规定了每亩田地粮食产量的标准；规定了农民可支配的饲料用量；规定了农夫可以饲养家禽、牲畜的数量。岁末年终，国家对农夫家中余粮、布帛和诸多财物进行核算，达不到标准的，有严格的惩罚措施。战国时期齐国农业生产管理制度继承了姜齐的制度，并有新的发展。

Abstract:: Base on Wangfa and Tianfa of Yinqueshan Han Bamboo Books, we know that the Qi State in the Warring States Period pays more attention on agricultural production and management. The government grants different amounts of lands to farmers according to the family people of the numbers. In every few years, the lands will be changed completely so that the farmers could have the same level lands. There are different taxes according to the landmarks. The state has regulated to ask farmers to attain the harvest quantity or will be severely punished if fail to meet the level. The numbers of the domestic animals are regulated, and the amounts of fodders are regulated too. At the end of the year, the farmers’ grains, fabrics and property will be accounted. The famers would be have punished if they cannot attained the wealthy standard. The policy is to ensure the state and the people’s material savings. The Qi State agricultural production policy in War State Period is come from West Zhou Dynasty and Duke Huan of Qi’s polity system, and has a new development.
