摘要:
秦国的农业是由几个基本要素的合理结合推动发展的，商鞅变法顶层制度设计、国家授田制、农田规划、农作物收种和仓储管理等，政府制定有较完备的法律。以上相互联系各要素的推行落实，基层的乡官里吏发挥了基础性作用。他们是秦国农业发展的一线实际管理者，秦国的农业政策绝大部分靠他们落实。秦国的地方行政制度充分调动了乡官里吏的工作积极性，秦国基层吏治从商鞅变法后发生了质的飞跃，到秦国后期发展已相当成熟。
Abstract:
The agriculture of the Qin State is the reasonable combination of several factors to promote the development of it. More complete laws on the top-level system design of Shang Yang political reform, the system of the state dividing the land to the peasants, the planning of the farmland, the harvest and cultivation of the crops, the management of warehouse etc are made. The officials of the township government and the village of the grassroots society play a fundamental role on the implementation of the above elements. They are the first-line specific managers of national agricultural development, and the vast majority of agricultural policies of the Qin State is implemented by them, and the two level officials of shire and county could not replace their work. The local administrative system of the Qin State is to fully mobilize the enthusiasm of their work. The administration of the official of the grass-roots society in the Qin State has a qualitative leap from Shang Yang reform, and it develops quite mature in the late Qin State.
