摘要:: 鞭春农俗是一项历史悠久的文化传统，在农业生产、农村建设和地方发展中都有较为广泛的影响。从鞭春活动的群体参与情况看，地方官员、农村乡民、文人墨客都是鞭春的重要参与者，且在鞭春活动中各有积极表现。鞭打春牛的农俗活动除了节令娱乐表演之外，还具有传承农耕文化、强化地方治理、防御灾害和劝课农桑等多种地方教化功能。此外，通过鞭春活动的行政管理还可以看到其中所体现的国家意志，州县鞭春是皇帝籍田的礼制下移，国家对春牛形制和制作工艺颁布统一规格要求，还将鞭春作为国家规定的地方日常工作予以管理，鞭打春牛活动中的经费开支也计入地方行政支出明细之中。

Abstract:: The agricultural customs of flog spring is a cultural tradition with long history, it has an extensive impact on agricultural production, rural construction and local development. From the population participation of flog spring activity, local officials, rural residents and cultural scholars are all important participants, and have positive performance in it. Besides festival entertainment, flog spring cattle also has many local cultivation functions such as inherit agricultural culture, strengthen local governance, defense disaster and advise farming. In addition, through the administration of flog spring, the national will in which embodied will be reflected. County flog spring is a downward ritual system of emperor farmland, the state promulgated uniform specification requirements for system and fabrication process of spring cattle, it is also regulated as the daily work of local government by state, the funds of flog spring cattle is also included in the local administrative expenditure details.
