摘要:: 近代以来，随着黄河北徙、漕运废弃和国家战略重心的转移，江北运河治理不再是中央层级的核心事务，而变为一项地方性事务。面对中央政府的退出，江苏省级官绅试图通过就地筹款的方式重启治运，开征亩捐是就地筹款治运的重要组成部分。然而，在县级财政的“承包”体制下，治运亩捐成了一些县级官绅争夺的对象。与此同时，省政府及有关部门出于自身利益的考虑，在大部分时间里不仅没有积极协助治运机构及其主管部门加强催解，甚至不时破坏后者的努力，致使亩捐无法足额征解，治运因而受到很大影响。江苏治运的困境只是民国时期地方建设的一个缩影，折射出的是国家政权建设的失败。

Abstract:: Since modern times, the governance of Jiangbei canal was no longer a core business of the central government, and became a local affair with the northward migration of the Yellow River, the abandonment of water transport and the shift of national strategic. In the face of the withdrawal of the central government, Jiangsu provincial officials and gentries tried to restart the canal management by means of local fund-raising, therefore the collection of canal donation per mu was an important components. However, the canal donation per mu was contested by some county-level officials and gentries under the contract system of county finance. At the same time, for the sake of their own interests, the provincial government and the relevant departments did not actively assist the canal governance institutions and their competent departments to strengthen the settlement of canal donation per mu, and even destroyed the efforts of the latter from time to time, resulting in the failure to collect the full amount of donation per mu, and the canal governance has been greatly affected. The dilemma of Jiangsu’s governance was only a miniature of the local construction in the period of the Republic of China, which reflected the failure of the construction of state power.
