摘要:
食品对人类的生存与发展起着至关重要的作用,食品安全规范理应成为社会共同关注的重大公共治理问题。纵观古今中外,关于食品安全规范的伦理争辩一直持续。中国政论者、谋士和思想家将农业生产和食品安全保障提升为富国强民的基本国策,并作为礼仪文化和社会伦理建构的社会基础。西方社会对食品安全治理规范和相关伦理问题的讨论主要基于权利理论,强调政府在确保人体的人的安全食品获取权以及相关的知情权和选择权方面的责任和义务。食品安全的诉求和相关的社会治理亟需将价值和伦理引入农业发展决策之中,以使现代农业创新和产业进步能够形塑一个负责任的、健康的、可持续的农业和食品生产体系。
Abstract:
Food plays a vital role in the survival and development of human beings. Food safety norms should be a major public governance issue of common concern. Ethical arguments about food safety regulations have continued,in the both ancient and modern, Chinese and foreign. Chinese political commentators, counselors and thinkers have promoted agricultural production and food safety as the basic national policy of enriching the country and strengthening the people, and as the social foundation for the construction of ceremonial culture and social ethics. Western society’s discussion of food safety governance norms and related ethical issues are based primarily on rights theory, emphasizing the government’s responsibilities and obligations to ensure the safe food access of people and related right to know and to choose. Food safety claims and related social governance need to introduce value and ethics into agricultural development decisions so that modern agricultural innovation and industrial advancement can shape a responsible, healthy, sustainable agricultural and food production system.
