农业特色小镇：如何定位与怎样建设-《中国农史》

摘要:: 特色小镇培育工作是推动新型城镇化和新农村建设的重要举措，农业特色小镇是培育重点和创新建设焦点，如何定位与建设是急需探索的现实问题。本文将农业特色小镇定位为地域基于农村、组织面向农村、功能服务农村、农业产业集聚的平台、农业产品加工和交易的平台、经济文化资源连接城乡的平台；总结农业特色小镇的七种类型：依托独特自然环境和农业景观、依托优质农产品生产、依托农产品加工、依托农业科技园区、依托农产品贸易、依托历史风貌、依托民俗风情；并提出政府引导，政策支持；市场主导，上下联动；因产而特，因产而兴；社会参与，多方支持，融合发展的建设思路。

Abstract:: Cultivating the characteristic town is an important approach to promote New Urbanization and New Countryside Construction. The agricultural characteristic town is the focus of cultivation and innovation construction. Therefore, how to position and construct characteristic town has become an issue that needs to be explored urgently. In this article, Agricultural characteristic town is positioned as: based on rural areas, organization for the countryside, function served countryside, agricultural industry gathering platform, agricultural products trading platform, connection platform for economic and cultural resources in urban and rural. Agricultural characteristic town is summarized as seven types: 1) unique natural environment and agricultural landscape-based type; 2) high-quality agricultural production-based type; 3) agricultural products processing-based type; 4) agricultural science and technology park-based type; 5) agricultural trade-based type; 6) historical style-based type; 7) folk customs-based type. Construction ideas are also provided which including government guidance and policy support; market dominated; characteristic industry development; social participation and integration development.
