民国以来，胥河水利冲突日益激烈，开坝建闸的呼声屡次响起，却又次次偃旗息鼓。长期以来的灾害风险认知体系下，坝成为被“鼓吹”的对象，掌握着话语权的政府和社会精英们利用自上而下的舆论引导，使“建闸”的呼声归于沉寂。政府和社会精英们不仅是灾害风险认知体系的主要建构者，也是社会舆论的主要引导者，以其为主导性力量的高淳坝东与下游溧宜锡吴地区因共同的湖田利益诉求，坚持保坝，而高淳坝西与皖南地区则因松散的水利组织关系和省界、湖滩等纠纷未坚持开坝，以致底层农民成为这场水利冲突背后真正的利益受损者。改坝建闸的失败生动地展现了民国时期统治阶层往往通过舆论控制来应对水利冲突，从中折射出社会各类群体间复杂的利益关系。
Abstract:
Since the Establishment of Republic of China, the conflict over the water conservancy of Xu River became increasingly intense, the call for opening dam and constructing gate had been raised repeatedly, but had been subsided repeatedly. Under a long-standing system of disaster risk perception, the dam became the object of advocacy, and the government and social elites who control the discourse used the top-down public opinion guidance to silence the call for constructing gate. The government and social elites were not only the main constructors of the disaster risk perception system, but also the primary leaders of public opinion, which was a leading force to a common demand of lake-farmland interests, the government and social elites in the east areas of Gaochun Dongba and the downstream areas of Li-Yi and Xi-Wu upheld to protect the dam. However, the west areas of Gaochun Dongba and the south areas of Anhui gave up opening the dam in order to loose water conservancy organization relationships and disputes over provincial boundary and lake shoal, causing the grassroots farmers to become the real sufferers of interests behind this water conservancy conflict. The failure to transform the dam into a gate vividly demonstrates the response mechanism to water conservancy conflicts under the control of public opinion by the ruling class of the Republic of China, which reflected the complex relationship of interests by various powers from both the government and local society.
