Official inscriptions served as crucial symbols of historical memory and political representation in state-building during the Han and Tang dynasties. Consequently, scholars have predominantly regarded such steles as vital historical sources for supplementing and correcting official histories. However, the disaster narratives within Han and Tang inscriptions seldom detail specific calamities or damages. Instead, they primarily employ specific narrative paradigms: highlighting virtuous rulers and officials who averted disasters through moral cultivation, and recounting rituals where the sovereign and ministers prayed to deities for relief and subsequently rewarded them for efficacious responses. Through these structures, the inscriptions project an image of the ruler and his court cooperating to manage crises, embodying the ideal of a sagely emperor and virtuous ministers who cherished and protected the people. This narrative thereby provided a legal and rational foundation for constructing the political doctrine of the divine right of emperors (君权神授) and the legitimacy of his power to bestow providential care (敷佑下民) upon the populace.
