摘要:: 管仲提出“四民分工”的农乡是齐国经济发展的基础。农乡的里吏是齐国管理队伍中的基层管理群体，农乡里吏的职能划分为行政职能和军事职能。里吏的行政职能主要有户籍初步管理、发展经济、人才举荐和告恶、治安管理等。里吏“受宪”于太史，协助上级解决民生问题，负责基层聚会、祭祀等公共活动。农乡里吏的军事职能，主要负责组织军事训练和军事纪律教育。管仲推行的基层管理制度在春秋早期顺应了齐国社会的发展潮流。

Abstract:: Agricultural Township Guan Zhong puts forward four townships which is "Four kinds of people of the intelligentsia, peasant, handicraftsman and merchant" is the basis of economic development in the State of Qi. Lili in Agricultural Township is the important administrative team in the State of Qi. The functions of Lili in Agricultural Township can be divided into administrative and military ones. The main administrative functions of Lili include household preliminary management, economic development, the recommendation of grassroots talents and accusation of crafty and security management and so on. In addition, Lili accepts "the National Command" from Taishi, and they assist the superior in solving the people’s livelihood, and they are responsible for the grass-roots party, sacrifice and other public activities. The military functions of Lili in Agricultural Township mainly are responsible for the organization of military training and military disciplinary education. The grassroots management system carried out by Guan Zhong conforms to the trend of social development in the early Spring and Autumn period in the State of Qi.
