摘要:: 为了更好地落实“一带一路”国家战略，希望能够为中国对广大发展中国家的援外技术及人力资源开发提供借鉴，以中国水产科学研究院淡水渔业研究中心长期的对外交流和培训为例，系统回顾了中国综合养鱼技术对“一带一路”沿线国家进行交流的历史背景和历程，分析取得的成绩，提出新的方向。研究结果表明，长期的对外培训与交流，促进“一带一路”沿线国家的各国学员与中国的友谊，很好地服务于中国的外交工作，促进了中国渔业经贸合作，促进了科研院所科研和技术开发工作，促进了研究所科研队伍和国际化人才的建设等。这一长期为广大发展中国家提供帮助的成功案例更有力佐证了“一带一路”战略的深远意义，对于中国正在开展的类似的各类援外活动具有积极的促进作用。

Abstract:: In order to better implement the Belt and Road initiative, with the wish to provide reference for China’s foreign aid in technology and human resources to other developing countries, and taking the long-term foreign exchange and training of the Freshwater Fisheries Research Center of the Chinese Academy of Fishery Sciences as an example, this paper systematically reviews the background and history of China’s exchanges with the “Belt and Road” countriesin integrated fish farming technology, analyzes the achievements and proposes new directions. The study shows that, the long-term foreign training and exchange has enhanced the friendship between the “Belt and Road” countries and China, well served the diplomatic need of China, and promoted the trade and economic cooperation in fisheries, the research and development of scientific institutes, as well as the building in their research teams and internationalized talents. This successful case inproviding long-term assistance for other developing countries has powerfully proved the far-reaching significance of the “Belt and Road” initiative and has a positive effect on similar foreign aid activities being carried out by China.
