摘要:
殷商时期灾害严重影响着人们的生产和生活。灾害发生后，商王实施了一系列措施对受灾民众进行救助。甲骨文中记录了一些与救灾工作有关的职官，通过对其职责与活动的考察，可以看出，在殷商时期基本形成了以商王为首巫，群巫为主体的精神救助体系和以商王为最高行政长官，君臣为成员的物质救助体系。这一救助体系的形成一方面抚慰了民众心理，另一方面为受灾民众提供了必要的物质帮助，对于社会稳定具有一定积极意义，也对后世救灾体系的发展和完善具有开创性意义。
Abstract:
In the Shang Dynasty, natural disasters greatly affected people’s production and life. Kings of the Shang Dynasty carried out a series of measures to rescue and assist the stricken people. A spiritual assistance system, with the king as the chief wizard and common wizards as the main body and a material assistance system,with the king as the chief executive, and ministers as members , came into being. The relief system, on the one hand, stabilized people’s psychology and, on the other hand, provided necessary material help for the stricken people. It has certain positive significance for social stability, and it also has exploratory significance for the development and improvement of future disaster relief systems.
