摘要:
国家向贫困农民放贷口粮和农本的历史传统和制度实践，最早可追溯至周文王推行的“农假贷”政策，这种独特的借贷形式在汉代得以延续和发展。文章分析了汉代官方农业放贷的运行趋势，揭示了其在放贷内容、授贷对象、利息政策、发生时间和债权债务关系等方面的独特性，并从农村高利贷的垄断格局、碎片化的组织体系和统治者道义自觉的不可靠性等方面，对汉代官方农业放贷的脆弱性进行了制度审视。
Abstract:
As an important relieving famine policy， the Official Agricultural Loan had already appeared in Chinese history in the late Shang Dynasity. And it also had lasted and developed in Han Dynasity. This paper analyzed the running trend of official agricultural lending in Han Dynasty and reveals its uniqueness in terms of lending contents， object， time of occurrence， interest policy and the relationship between claims and liabilities. Also， it revealed it’s risk from the angles of the monopoly pattern of rural usury， fragmentation of organizational system and unreliability of rulers’ moral sense， etc.
