摘要:
近代以来，淮河流域自然灾害比较频繁，接连不断。灾害的发生对农村冲击最大，首当其冲的是农民的生活境况。在灾害的冲击下，农村农业歉收或绝收，农民的粮食损失严重，食物严重匮乏，其生活举步维艰，时常处于入不敷出的悲惨境地，陷入高利贷剥削的深渊，甚至连最基本的生存权也得不到保证，可见，灾荒是影响农民生活状况的一个非常重要的因素。近代淮河流域，在灾荒的冲击下，灾民的生活状况之所以如此贫困和艰苦，主要在于社会和政府没有完善的应灾机制，不能减轻自然灾害造成的后果，保障灾民的基本生活，这对于今天来说也具有重要的启示作用。
Abstract:
Since modern times, natural disasters in the Huai river basin have been frequent and continuous. The impact of the disaster on the countryside is the biggest, the first is the farmer’s life situation. Under the impact of the disaster, in rural areas crops output reduced, even had no harvest , the farmers suffered serious grain loss and severe food shortage, they encountered very difficult situation, at the misery of living beyond its means, in the abyss of exploitation of usury, even the most basic right to live is not assured. So famine is a very important influence factors of farmers’ living conditions. Modern Huaihe river basin, under the impact of the disaster, the living condition of people is so poor and hard, mainly lies in that the society and government has no perfect mechanism for dealing with disaster, can’t reduce the consequences of natural disasters, safeguard people’s basic life, and it also has the important enlightenment function for today.
