摘要:
民国时期河南黄河治理资金分为常款和堵口赈灾经费两种。常款来源经历了由省财政单独拨付到省地共负的变化历程。其数额大致呈逐年减少趋势，且实际拨付与预算差距较大，造成河南黄河日常治理中经费奇绌的局面。在常款的管理上，也因经营不善、政局变动、人为贪墨等因素时常造成巨额损失。堵口赈灾经费则经历了由中央拨付到央地共筹的变化过程，其来源亦呈多元化趋势。中央与地方的互动、省域间的貌合神离、国内外的政治博弈、民间组织和个人的努力等都在某种程度上影响了治黄经费的筹措。此一饶有兴味的“过程”，正是政治权力、地方社会及各参与方利益纠葛的集中体现。
Abstract:
During the period of the Republic of China, the control funds of the Yellow River in Henan Province were divided into two kinds: normal river funds and disaster relief funds for plugging. Its budget and actual allocation were generally decreasing year by year, and the gap between the actual allocation and the budget was large, resulting in a situation of extraordinary shortage of funds in the daily management of the Yellow River in Henan Province.In the management of regular funds, it also often caused huge losses due to poor management, political changes, Corruption and other factors.The disaster relief funds for port closure had gone through a process of change from central allocation to co-financing by central and local governments, and their sources had also shown a trend of diversification.However, the interaction between the central and local governments, the seeming separation between provinces, the political game at home and abroad, and the efforts of non-governmental organizations and individuals have all affected the financing of the Yellow River to some extent.This interesting "process" is the concentrated reflection of the conflicts between political power, local society and the interests of all participants.
